A notable case occurred on July 13, 2026, when U.S. Immigration and Customs Enforcement (ICE) agents shot and killed 25-year-old Johan Sebastián Durán Guerrero in Maine. This incident marked the 22nd shooting involving federal immigration officers since President Donald Trump took office in January 2025.

Federal Immigration Enforcement Traffic Stops Under Scrutiny

According to a review by States Newsroom, a majority of these shootings—19 out of 22—occurred during traffic stops. The incidents have been reported from various states, including Colorado, Texas, Oregon, and New Jersey. Since the beginning of Trump’s administration, six individuals have lost their lives at the hands of federal immigration officers, with three being U.S. citizens. Four of these fatalities occurred during traffic stops.

Debate Over ICE Vehicle Stop Deportation Policy

In the wake of Guerrero’s death, which was the second incident involving an immigrant fatality by ICE officers within a week, the Department of Homeland Security (DHS) announced a temporary pause on traffic stop enforcement. However, this decision was quickly reversed following directives from the White House, emphasizing the continuation of vehicle-related enforcement as part of ongoing deportation efforts. White House press secretary Karoline Leavitt stated that stopping vehicles is necessary to further the deportation campaign.

The funding for these immigration enforcement activities has been substantial. Last year, Congressional Republicans allocated approximately $175 billion to DHS specifically for immigration enforcement, detainment, and deportations. This year, they repeated this process, securing $75 billion for ICE and Border Patrol through September 2029.

In response to recent shootings, the entire Maine congressional delegation has called for an independent investigation. Republican Senator Susan Collins has advocated for an end to vehicle enforcement practices, reflecting growing concerns about the tactics employed by federal agencies.

A report from the American Civil Liberties Union (ACLU) has highlighted troubling patterns of misconduct by immigration agents, documenting 432 instances where force was used or threatened against immigrants and bystanders during Trump’s second term. The report reviewed over 1,200 incidents across eight states and identified numerous aggressive enforcement tactics.

In light of these events, many are questioning the appropriateness of the methods used by federal agents. “This has become a pattern of behavior where individuals are labeled aggressors without sufficient evidence,” noted a legal representative involved in these cases.

As communities continue to grapple with these issues, the need for a reevaluation of enforcement practices and accountability measures remains crucial.
